Flood Risk Assessment, South Ukraine

A new Climate Risk Assessment, developed by the Ukrainian Climate Office (UCO), Lobelia Earth, and the InsuResilience Solutions Fund (ISF), provides a detailed, data-driven analysis of riverine flood risk in southern Ukraine under current and future conditions.

The study comes at a critical moment. Following the destruction of the Kakhovka Dam in 2023, hydrological patterns in the region have fundamentally changed, introducing new uncertainty around river flows and flood behaviour. This assessment responds with updated modelling to support informed decision-making on risk management and investment in adaptation.

Using the open-source CLIMADA platform, the analysis evaluates flood risk across buildings, agriculture, and critical infrastructure. It compares pre- and post-dam collapse conditions, incorporating new high-resolution flood hazard maps and multiple open-access datasets.

Key findings:

• Flood risk is projected to increase significantly by 2050
• Expected annual losses for buildings could rise by +160%
• Agricultural losses may grow by +175%
• Critical infrastructure losses could increase by +137%
