Agriculture Risk Resilience Insurance Access Programme in Malawi

The agriculture sector in Malawi remains critical to the economy, supporting nearly 80% of livelihoods and contributing approximately 30% to the GDP. However, it is particularly vulnerable to climate-related risks, including droughts, floods, and erratic rainfall patterns. These hazards severely impact smallholder farmers, often resulting in crop failure, food insecurity, and reduced household income. The government’s Affordable Input Programme (AIP) is a vital initiative providing subsidized inputs to farmers, thereby enhancing agricultural productivity and food security. Recognizing the need for a comprehensive risk management strategy, the Government of Malawi seeks to integrate agriculture insurance within the AIP framework. This program, termed the Agriculture Risk Resilience Insurance Access Program (ARRIAP), aims to protect farmers against climate risks, bolster resilience, and enhance food security. This executive summary outlines the key findings and recommendations from the feasibility study, which examines insurance models, challenges, and the potential for sustainable scaling.
